The lake that disappeared from the map before it disappeared from the ground

The first thing you notice is that the water has an edge to it now. Not the soft, uncertain edge of a tank that fills and empties with the season, but a straight line, cut by a compound wall that runs for almost four hundred metres along what used to be the northern bund.

Behind the wall, the ground has been levelled and marked into rectangles. Small cement pillars carry numbers painted in red. Plot 14. Plot 15. Plot 16.

What the records say

In the revenue records, this survey number is still classified as nanjai poramboke — land belonging to the tank, which cannot be sold, allotted or built upon. A copy of the village map obtained from the taluk office shows the tank's full boundary intact, all 43 acres of it.

The map has not been updated since 2011.

"Every year the water came a little less far. We thought it was the rain. Then one year there was a wall."

That is a retired schoolteacher who has lived beside the tank for fifty-one years. He asked not to be named, because his son works in a government office in the same district.

Why it matters beyond one village

An irrigation tank is not only a place where water sits. It is the reason the wells around it have water at all. When a tank shrinks, the groundwater under the surrounding fields falls with it, usually within three to four years. Farmers then deepen their borewells, which costs money, which pushes them towards crops that need less water but earn less, which pushes the next generation towards the city.

None of that shows up as an environmental story. It shows up as migration.

What happens next

An RTI application has been filed with the district administration asking for the current classification of the survey number and any change-of-use orders issued since 2011. That reply is due in thirty days. This story will be updated when it arrives.

Six villages, one bus, and a school day that starts at 5.40 in the morning

At twenty to six the road is still blue-dark, and there are eleven children standing at the junction with their bags already on their backs. The bus is due at 5.55. It is usually late. If it does not come at all, which happens perhaps twice a month, they walk to the main road and wait for a share auto, and they reach school after the second period has started.

What changed

Before 2020, four buses covered this stretch. Two were withdrawn during the lockdown and never came back. A third was moved to a different route in 2023. What is left is one service in the morning and one in the evening, carrying children from six villages.

"If the bus is cancelled, my daughter misses school. If she misses school three times, the teacher asks me why. What can I say — that the government cancelled the bus?"

The arithmetic of a missing bus

Distance to the nearest high school: 11 km

That last figure is roughly a fifth of what a household here earns from a week of agricultural labour.

The official position

A written request for restoration of the route was submitted by the panchayat in 2023 and again in 2025. Both were acknowledged. Neither has been answered. Officials, asked informally, point to fleet shortages and to routes with higher ticket revenue.

The children keep standing at the junction at twenty to six.

The town says it segregates waste. Its own dump yard says otherwise

The claim is on a board at the municipal office, painted in green: 78% source segregation achieved. It has been there long enough for the paint to fade at one corner.

Segregation means households separating wet waste from dry waste before it is collected. It is the single thing that decides whether a town's garbage becomes compost and recyclables, or becomes a hill.

What arrived, and in what condition

Between 7am and 11am on a Tuesday, I counted every vehicle entering the dump yard and looked at what came off it.

Total loads recorded: 31
Loads arriving in properly separate wet and dry compartments: 6
Loads arriving fully mixed: 21
Loads that could not be assessed: 4

Six out of twenty-seven assessable loads is roughly 22 percent, not 78.

Where the number comes from

The 78 percent figure is calculated from the number of households issued two-bin sets, not from the number of households actually using them, and not from what reaches the yard. Both numbers are technically true. Only one of them describes reality.

"We give the two bins. After that it is the public's habit. We cannot stand in every house."

That is a sanitary supervisor, and he is not wrong. But the collection vehicles themselves have a single open bed on this route, so even a household that separates carefully watches both bags go into the same space.

The cost of the gap

Mixed waste cannot be composted cleanly and cannot be sold as recyclable. It goes to the hill. The hill grows. Every few summers it catches fire, and the town spends a week breathing it.

If your ward's collection vehicle has only one compartment, photograph it and send it in. A pattern across wards is a story; a single vehicle is an anecdote.

How to file an RTI in Tamil Nadu — and what to do when they do not reply

Most people who give up on the Right to Information Act give up at the same place: the silence after the first application. That silence is not the end of the process. It is a specific stage of it, with a specific remedy, and the remedy is free.

Filing it

Write it on plain paper. There is no official form for Tamil Nadu. A sheet of paper works.
Address it to the Public Information Officer of the office that holds the record — the panchayat, the municipality, the highways division, whichever one would physically have the file.
Ask for records, not opinions. "Why is the road bad?" gets you nothing. "Copy of the work order, estimate, and completion certificate for road work in survey number X between January 2024 and December 2025" gets you a file.
Pay ₹10. By court fee stamp, postal order, or cash against receipt. If you hold a BPL card, you pay nothing.
Send it by registered post with acknowledgement due. Keep the receipt. That receipt is what starts the clock.

The clock

The office has 30 days to reply.
If the information concerns someone's life or liberty: 48 hours.
If they say nothing at all by day 31, that counts in law as a refusal. This is the part most people do not know.

The appeal nobody uses

Within 30 days of that deemed refusal, you write a First Appeal to the First Appellate Authority — usually the officer one rank above the PIO in the same office. It costs nothing. You attach a copy of your original application and the postal receipt, and you state one line: no reply was received within the statutory period.

A very large share of applications that go unanswered are answered within weeks of a first appeal landing, because the appeal creates a record that a senior officer has to close.

If the first appeal also fails, a Second Appeal goes to the Tamil Nadu Information Commission. That is slower — often a year or more — but it is also free, and the Commission can impose a penalty on the officer personally.

The Act works less because officials fear the Commission, and more because they dislike paperwork that names them.

What to keep

Keep everything: the application copy, the postal receipt, the acknowledgement card, every reply. If a story ever comes out of it, that paper trail is what makes it publishable.

Three roads, three contractors, one estimate — a ward's paperwork does not add up

The three roads are not alike. One is 410 metres. One is 260 metres. One is 690 metres. Walking them takes an afternoon, and it is obvious from the walking alone that they are not the same job.

The estimates say they cost the same.

The documents

Three work orders, obtained under the Right to Information Act, were issued between the 4th and the 13th of a single month. Each carries an identical sanctioned amount. Each names a different contractor. The specification lines — thickness, width, material — are worded identically across all three, down to the same spacing errors.

An estimate that does not change when the length changes by a factor of nearly three is not an estimate. It is a number chosen first and justified afterwards.

What was asked, and what was answered

A written query was sent to the executing division asking how the estimates were arrived at, and whether measurement books for the three works could be inspected. The reply confirmed the works were completed and payments released. It did not address the estimates. A follow-up seeking the measurement books is pending.

Why this is worth your attention

Small road works are the most common form of local public spending and the least examined. They are below the threshold that attracts audit attention and above the threshold that matters to a village. The pattern here — identical estimates, staggered dates, rotating contractor names — is the sort of thing that only becomes visible when someone bothers to put three pieces of paper side by side.

If you have work orders from your ward or panchayat, send them. Documents are handled confidentially and the sender is never identified.
